The Annual Explosives Incident Report (EIR) reviews bombing and explosives related incidents from information reported to the United States Bomb Data Center (USBDC) through the Bomb Arson Tracking System (BATS) and Open-Source information collected through the Cybersecurity and Infrastructure Security Agency (CISA), Office for Bombing Prevention (OBP), Technical Resource for Incident Protection (TRIPwire).

Developed by the Office for Bombing Prevention (OBP), this poster and postcard explain how Unmanned Aircraft Systems (UAS) are used for a range of tactical and recreational uses but can also be used for nefarious purposes. UAS can be turned into or carry improvised explosive devices that cause serious harm to individuals and infrastructure.

The guide highlights best practices for the use of explosives detection canine teams in concert with public safety bomb response teams to increase security and minimize disruption of special events. It offers planning models that venue owners and operators can use to improve security against potential explosives threats. It includes operational concepts developed and tested by public safety and private security partners at large-scale security events.

Explosive attacks on automated teller machines (ATMs) by terrorists and criminals represent an ongoing threat. This poster provides awareness on how to recognize suspicious indicators of these attacks.

The CISA Office for Bombing Prevention (OBP) TRIPwire Threat Analysis Team published an updated Emergency Responder Note (ERN) on homemade explosives entitles "Homemade Explosives Precursor Matrix (2024 Update)".  This ERN is designed as a reference aid and is intended to increase situational awareness for those who may encounter homemade explosives. 

The Improvised Explosive Device Reporting Guide (6th Ed 2024) is the product of extensive efforts across the U.S. government interagency explosives response stakeholders as well as the NATO Explosives Ordnance Disposal and Counter IED enterprise.

This resource is provided to inform law enforcement, terrorism prevention practitioners, other first responders, community leaders, as well as the general public about both threats of violence and contextual behaviors that suggest an individual is mobilizing to violence. The indicators included in this booklet are intended to aid law enforcement and first responder investigative and detection efforts, not to be a substitute for their expertise and experience.
