Counter-Improvised Explosive Device Capability Assessments (CCA)

The Counter-Improvised Explosive Device Capability Assessment (CCA) measures core capabilities to prevent, protect against, mitigate, respond to and recover from complex attacks involving improvised explosive devices (IEDs). The Cybersecurity and Infrastructure Security Agency (CISA) Office for Bombing Prevention (OBP) uses this systematic approach to engage critical infrastructure partners, private sector, government and public safety agencies to assist them in building and sustaining C-IED preparedness to mitigate significant risks.

CCA Process

Communities can request to participate by emailing [email protected]

or through formal nomination by local Protective Security Advisors (PSA). Once selected, jurisdictions engage with subject matter experts in focused discussions regarding their C-IED capabilities and associated goals. The process results in OBP’s delivery of a tailored C-IED Action and Sustainment Plan (CASP) to meet preparedness goals according to stakeholder priorities.

Communities are encouraged to include all relevant personnel such as:

  • Hospitals and Emergency Medical Services
  • Emergency Managers
  • Public Affairs / Public Information Officials
  • Fire/Rescue/HazMat Personnel
  • Public Safety Bomb Squads
  • Law Enforcement
  • SWAT & Explosives Detection Canine Teams
  • Fusion / Intelligence Centers
  • 911 Dispatchers
  • Grant Writers

CCA Results

The CASP identifies: 

  • Key functions that are fundamental to C-IED preparedness
  • Actions and resources to build and sustain C-IED capabilities

Participation in the CCA allows communities to: 

  • Implement risk-based practices consistent with national C-IED preparedness goals
  • Understand C-IED preparedness strengths, vulnerabilities and associated risks
  • Maintain a C-IED preparedness plan that includes sustainable activities
  • Inform grant requests to further enhance and sustain C-IED capabilities
  • Incorporate C-IED data within their Threat/Hazard Identification and Risk Assessment and Stakeholder Preparedness Review
  • Obtain OBP Technical Assistance to support C-IED preparedness
